package manager tab is blank/empty

so i had this issue with the package manager tab, I'm on unity 2019.4 and when I try opening the package manager tab it's blank/empty. i've tried updating my driver, reopening unity, turning off my firewall and antivirus but nothing worked, the only time I managed to make the tab load is when I left the package manager open and closed and reopened unity, but when the tab loads the text has some weird horizontal cuts. is there any solution for this? my only option left is changing my unity version. i also wanted to know if there was any other way to add packages without using the package manager! thanks in advance
