How to fix "error refreshing package, see console" ,When I try and import something from unity assets it says in package manager "error refreshing package, see console"

I have signed in and out of my account and turned off my firewall and antivirus but nothing works.,I signed in and out of my account, and turned off any firewalls or antivirus and other things but nothing works.
